Rimblat Earthshatter at Light's Hope Chapel in the Eastern Plaguelands will make Earthshatter Boots if you bring him the following: 1 Desecrated Boots, 12 Wartorn Chain Scraps, 1 Arcanite Bar and 3 Nexus Crystals.
